1. Pursuant to the provisions of reference (a) Subject,
hereinafter referred to as Petitioner, filed enclosure (1) with
chis Board requesting, in effect, that the applicable naval record
be corrected to establish entitlement to an Enlistment Bonus for
Source Rate (EBSR) .
9. The Board, consisting of Mr. Zsalman, Mr. Funicios, and Mr.
Ruskin, reviewed Petitioner's allegations of error and injustice on
21 duly 2014 and, pursuant to its regulations, determined that the
corrective action indicated below enould be taken on the available
evidence of record. Decumentary material considered by the Board
consisted of the enclosures, naval records, and applicable
statutes, regulations and policies.
3. The Board, having reviewed all the facts of record pertaining
to Petitioner's allegations of error and injustice, finds as
follows:
a. Before applying to this Board, Petitioner exhausted all
administrative remedies available under existing law and
regulations within the Department of the Navy.
b. In correspondence attached as encicsure (2), the office
having cognizance over the subject matter addressed in Petitioner's
application has commented to the effect that the request has

COMMENDATION :
That Petitioner's naval record be corrected, where appropriate, to
show that:
a. Amex B to the DD Form 4 is dated “is May 4009", vice “24
June 2009". This change establishes entitlement to the following
Option (1) Advanced Technical Field Aircrew Rescue Swimmer
(ATF/AIRR 6¥O) Challenge Program
Option (2) Enlistment Bonus for Source Rate (EBSR) $6,851.85

. NOTE: Petitioner was medically disqualified from ATF/AIRR and
direct converted to aviation Electronics Technician (AT). Petitioner
completed 592 days of 6 year obligated contract as a Bircrew Rescue
swimmer so he earned only $6,851.85 of the $25,000 message GENADMIN
192009Z% Mar 09 authorized for the ATF/AIRR rating at the time he
entered Delayed Entry Program (DEP) .
b. The Navy Personnel Command (PERS-811), PSD Charleston, or
Ballston Spa, New York will pay the EB entitlement as appropriate
(provided all EB criteria have been met).
c. A copy of this Report of Proceedings will be filed in
Petitioner’s naval record.
4. It is certified that quorum was present at the Board’s review
and deliberations, and that the foregoing 4g a true and complete
record of the Board’s proceedings in the bove entitled matter.
